Where to buy figures for relatively inexpensive prices?

The short answer: No.
Depends on what you mean by “relatively inexpensive.” In this hobby, there isn’t anything inexpensive unless you stick to Action Man/G.I. Joe.

Sorry for the late reply but I figured I'd chime in. Besides what the others have said:
You can try picking and choosing loose parts on eBay or online retailers if whole figures are out of your price range. Over time you can slowly build up a collection of gear to bash figures on your own if that seems more cost effective to you.
Other than that, your only options are to sacrifice quality/detail and QC for your money. VeryHot and Flagset are some companies off the top of my head that offer cheaper figures but they're usually not as nice and sometimes you'll run into cheap parts or QC issues. Easy and Simple is more expensive but they're cheaper than Soldier Story and DAM while not being too far off in quality.
