What I found is that the foot of most figures does not have an arch on top, so when you use cloth boots on a figure the boot can look very flat and out of shape. What I do is add a little fiber file (12 oz) to the in side of the boot at the front of the leg and on top of the foot to give the boot a little rise.
It takes a bit of shaping to form the boot as you would like which also means you must adjust the amount of fiber fill you use. I make the laces loose at the bottom and tighter at the top and like a good soldier, I make sure I tuck in / stow the laces at the top of the boot. There is not need to over tighter the laces the fiber fill adds good support. Do not add to much fiber fill or the foot cannot bend forward. Hope that helps!
