When Sideshow announced the 1/6 Harley Quinn figure I noticed that their was a wait list tab for the exclusive figure which has a hammer as a bonus. I tried the wait list and 3 days later they emailed me to let me know I was eligible to purchase the exclusive figure which I did and it will be shipping very soon. I noticed on Ebay 2 sellers had listed preorders for this version and soon after they were canceled. Sideshow states that the special edition will be only available in selected countries. Wondering if this will be a rare item and I cannot find any production numbers for it compared to the regular version which is available to order now.

You won't find any production numbers on it, that information isn't made public. The exclusive version is typically made in smaller numbers and will be more rare than the standard release.
Also, it's important to make the distinction that you are talking about the Hot Toys figure. Hot Toys is the company that makes the figure you are referring to. Sideshow is just the name of the company that is selling it. Similar to if you bought a Sony Playstation from Amazon. The Playstation is made by Sony, you are just buying from Amazon. You wouldn't say "I bought an Amazon Playstation".

Has anyone purchased and built a Harley Quinn figure from the Cat Toys (et) knockoffs currently available? Online/via the pics, these knockoffs look incredible, almost better than the brand.

Exactly. The reason I asked is because usually I (at least) like the HTs head sculpt better. But with this offering, the Knock-off is better than the original. Stryker2011, thanks for sharing that!!!!!

On a separate note : Found this in one of the social media group of what appears to be a 'replica' of the original version you are referring to (and probably from the same factory but on the next assembly line)
From the picture below, I believe the body is not included (but comes with the exclusive hammer too !)
