It is an SAS lt weight vest and was around from the 50's. It has the two "rubberised" pouches on the from attached to a lightweight mesh vest with an integral backpack usually although I have seen examples with this removed as I believe the Mc Nabb example would be.

the closest I saw to that vest came with the old 21st Century Scud Hunter figure. Granted it was all plastic w/ a mesh vest (no opening pouches), it was a pretty close recplica.

I thought the 21C SAS Scud Hunter came with an Arktis Chest Rig?
Nevertheless, I am also planning to make a B20 SAS... the reference picts are sooo hard to find :(

i think porkins is right the 21c figure came with a molded chest rig! i dont believe this assault vest exists in 1/6th form! however a customiser on the OSCF site did make his own but since the site had those problems the pics of the rig have gone.
