The pouches are from SS Neptune Spear 1.0, a twin one and a single, attached to the front plate.

What is that PTT modification?

Basically, it's very popular in DEVGRU, those operators use the cap of 600ml mineral as the hand guard of the button on the PTT, to prevent touching by accident.
