I would try dipping in hot water first as it would be less likely to damage the paint. If that doesnt soften the plastic enough to bend it back into shape, increase the heat to boiling water. With most Pvc plastics a short soak should be enough to soften them. If you can remove the arm it would help as you would only have to get that bit hot. Be careful if you do decide to use a blow dryer, as it would be easy to get the surface and therefore the paint too hot, Good Luck.
