i bet it's fairly easy to get a cheap one

TTL Body
black bdu trousers
a tan shirt (dragon?)
a tan vest
some boots
Kufiya
and gloved hands...

I'm pretty sure you can do that for under 135usd

You can pick up loose parts for relative fair price on ebay. For the body I would say wait for the individual release from Hot Toys.
