S.T.A.R.S. Alpha Team Omni-Man
Joseph Frost was a member of S.T.A.R.S., the Special Forces unit of the Raccoon City Police Department, holding the position of OM (Omni Man) in Alpha Team. He was in charge of weapons and vehicle maintenance, acting as a mechanic and was well known for his trademark red bandanna. He was also an EX navy SEAL and Gulf War veteran.
He was promoted from S.T.A.R.S. Bravo team shortly before the mansion incident when Rebecca Chambers joined Bravo Team. Many members of Bravo Team were jealous of him because he was promoted by Albert Wesker himself. Although a cheerful mood-maker, he had a hot-blooded personality which often led him to forfeit calmness and go crazy in dangerous and emergency situations, throwing himself onto the front lines in battle.

Claire Redfield (Resident Evil 2/Darkside Chronicles Version)
Claire grew up with her older brother Chris. Eventually, Chris skipped college and joined the US Air Force, while Claire became a student at university, and took an interest in motorcycles. Claire has been trained in military combat techniques by Chris, and has learnt how to handle herself in hand-to-hand combat, as well as being able to wield a multitude of weapons including combat knives and firearms.

What kind of paint do you use on the vests? And does it make them hard? Thanks alot
This set is slightly different in color shade in that the shades are darker, but from the same company and will work as well:
I used Folk Art Fabric paints "Pure Orange" and "Yellow Light" on two Chris STARS vests for Richard's and Brad's detailed in the instructions I posted earlier. You can paint over the STARS lettering with these paints too. When you bleach the vests, the color becomes one with the vest and the STARS lettering remains intact and black, if not even more pronounced than before as you can see in my Brad vest pic:
This is what I used on a STARS Wesker vest for Joseph. I mixed in a little black fabric paint to darken it to the desired shade of blue I needed for Joseph. Don't water this one down, as it'll make the paint more "sparkly" and therefore would make your vest sparkly. With this paint, you'll also have to paint around the white STARS lettering, which can be difficult, as the paint will completely cover the STARS lettering and it'll be lost if you're not careful:
Luckily for Kenneth and Enrico, I don't have to paint their vests! Still deciding on what to use for Edward, though. No, the paint does not make the vests hard. However, prolonged bleaching will definitely make it stiff and kill the padding inside the vest as I found via my extra, backwards STARS lettering vest I used as a guinea pig.
The cool thing is if you do'em all right, they'll turn out as if they looked like official vests to begin with! As in, they'll still feel as though you never dyed them at all; soft texture and padding remain in its new color. Joseph would be an exception as his is a bit shiny and looks/feels like it's painted, but it still won't be stiff.

As an afterthought, I realize Joseph's vest may just be dark grey after all. In the original artwork, dark grey to black colors were drawn comic book style (ala Venom) where blue was used. Even in the REmake artwork it looks legitimately dark grey. Oh well, I'll look at it like I do Batman's color scheme in Arkham Asylum/City, looks black or blue depending on lighting.
Ugh, if only I had gotten into this project two years earlier! I'm really in dire need of STARS Chris/Wesker left hands.

S.T.A.R.S. Alpha Team Pilot/Rear Security
Brad Vickers was the formal pilot for the S.T.A.R.S. Alpha Team in Raccoon City, nicknamed "Chickenheart" by his fellow comrades due to his intense cowardice in dangerous situations. Although he is meant to be a police officer opposed to crime, he lacks a sense of responsibility compounded with his cowardly nature. His position was RS (Rear Security) and as well as being the designated helicopter pilot for Alpha Team, he was also in charge of chemical protection.

Regarding my latest Wesker, it wasn't until I examined Wesker's outfit from CV that I realized how overly simple it is, like a dumbed down RE4 HUNK. DC graphics made his outfit look busier than it really is. I blame all the 2-D wrinkles+shading.
To caveat, I'm using a "Leon" body in those shots until I get my final STARS Wesker body to use. Other than that, I'm done with Wesker!

S.T.A.R.S. Bravo Team Pilot/Rear Security
Edward Dewey served as the primary flight officer and aviation mechanic for the Special Tactics and Rescue Service (S.T.A.R.S.) Bravo Team. He was trained and certified on the Bell Textron Model 204 UH-1B "Huey" Iroquois. In addition to his duties as a pilot, he was also responsible for providing the team with rear security (RS) alongside rookie S.T.A.R.S. member Rebecca Chambers. A skilled marksman, Edward's preferred weapon of choice was the Heckler & Koch GmbH (H&K) G3 SG/1 sniper rifle. Despite his large frame, Edward Dewey was also an avid dance enthusiast.

Prior to joining S.T.A.R.S., Speyer was an acquaintance of Chris Redfield and Jill Valentine. He formed a close friendship with Chris, with whom he participated with in the Raccoon Police Department's annual marksmanship competition.
Officer Speyer was specialized and responsible for vehicle maintenance. He was highly regarded as a crack marksman and skilled in handling heavy weapons, and a man who would do whatever is necessary to fulfil his mission perfectly. He sported a golden sword tattoo with crimson wings on his upper left bicep, and one of his preferred weapons in the field was a modified version of the Anti-Riot Weapon ENfield (ARWEN) 37mm grenade launcher.
