Maybe in a custom/kitbash form. There's never been a mass release stock figure.

Dragon supposedly was to release one through cyberhobby if you bought all of the Swift Freedom/Enduring Freedom line...if I recall, he had a white dish-dash, pakol hat. I am sure it never came into fruition though and was just a teaser and there was only one pic of the figure.

Very easy to make one if you are interested. The parts are readily available in the 1:6 shops on eBay listed to the left. There are several pakuls on the market and a couple of kurtas (white and dark grey I think) from a CIA figure. I'll have to put one together. I have on of the Hasbro figures that is shorter than the others. He'll do fine. And CGFLTMEDIC is gonna hook me up with a cpl of man-dresses and vests. I'm on the right path!
I guess what i remember seeing would have been a promo shot of one of the prototypes.

Especially the Soviets they were planning. Some of those prototypes look like they were copied by other outfits as well, like the SAS/LRDG figure. bbi's Douglas Caldwell bears more than a passing resemblance.
