Pete, the proper term for the part you're talking about is "shell lifter". This piece lifts up when you hand-feed a shell into the magazine tube through the opening in the bottom of most shotguns. On my Benelli M2 Tactical, when the action cycles, the "shell lifter" lifts a new shell up towards the bolt so it can feed a new shell into the chamber. It is not supposed to hang down. In reality, it pivots on the end closest to the trigger. Hope this helps.
