I wouldn't go that far as to say it's gonna to be the most talked about shooter for years to come. Nothing in the gameplay shows much of technology advancement, story wise probably but that's about it.
As for figures, I highly doubt it. HT is busy with their DX Masterpiece, Movie Masterpiece, and Video Game Masterpiece (and no, Modern Warfare doesn't fall into it sorry. Suprised they haven't moved into Metal Gear Solid yet although).

CoD:MW definetly falls in the the VGM Series, no doubt about that, but still its just a basic military figure, not much unique about them that you couldnt easily bash aside from the heads really. (Price and Grimes mainly)

How well did their SOCOM figure sell? ( That's probably going to be their starting point for whether a pure military shooter is a good subject matter for figures. Not sure the RE figures count for games/shooters as RE tends to fall into the survival horror genre a bit more)
Will there be signature characters in the game? ( i.e like the Splinter Cell dude or Snake from MGS) If not, any of the brands could build modern composites without actually having to buy the license. More to point, if they can build composites from existing gear they've made before, all the better.

Unless there is a very special character or whole new BDU outfit in the MW2 that we don't see it anywhere else. I really don't think HT will ever going to do MW2. If HT going to do it. Think people really just buying a box with the Modern Warfare label on it. Cause we got so much loose prats out there, anyone can bash their own and call it MW2. But, you know, they did do the SOCOM, and I got sucker into buying one too................

For the hardcore hobbyist that is true...but really are they/we the target market? No.. gamer/impulse buyers who will gobble up anything MW2 related are who would be looked at...and they are legion..witness the pre orders for the 360 version of the game alone...sold out at gamestop, the 150 buck version of the game featuring cheap NVGs...sold out.
Imagine if you will HT or better yet SS approaching Activision and saying hey how about selling a limited edition of your game bundled in with one of our figures...you think Activision would say no? Or Activision would have said no if they were offered a deal to have quality figures made and sold based on their games? The media exposure alone would be a boon to HT or SS. Websites like IGN would have been talking about it...tons of exposure!
And what would have been the development costs...marginal all you would have to do is to develop headsculpts of the in-game characters...most of the other stuff (weapons, gear, clothes etc...) has already been put into production..
Actually i think 1/6th companies dropped the ball on this one...

I think you've missed the point. If Hot Toys was to do a MW2 figure it would be for 1/6 enthusiasts. They would be targeting the legions of MW fans. I think what shogun2172 is spot on, the current prestige bundle has gone all out with a set of night vision goggles and a sculpt of Soap's head. The Assassins Creed black edition comes with an Ezio figurine. It wouldn't be much of stretch of the imagination to get a HT figure bundled with the game.
MW2 has also broken Activisions own pre-order records so yes this game is a huge deal and is predicted to break Halo 3's record as well.

So as Frost61's has mentioned, If they can do Mars Attacks they can surely do MW2 which is hot property right now.

Sure but it's the IP that sells, not the memorable characters (well at least at first). I think your perspective is wrong. Sure it's just a modern military figure to us, most of us can pick out the gear and the unit a character in the game might be in but to the average gamer who jumps from sci-fi RTS to fantasy RPG back to modern FPS, Modern Warfare would be the pinnacle of their military gameplay. I've had many friends that I wouldn't call FPS fans play MW1 and love it. Face it HT has gone mainstream so it's what appeals to the masses. And right now the masses is loving MW2.

Well if they don't get the license I'm sure you'll will come out with great bashes but the idea if Actvision sold a HT MW2 figure worries me. Mainly because HT are not your average figures and that's marketing to more people and they get interested and buy them all off while I'm saving up. It's almost in a way like Michael Jackson Billie Jean, when he died people (Not HT regular buyers) looked for anything MJ and bought off all the MJs before I got a chance to buy one. Unwanted competition really.

It would be pretty ridiculous to pay $180 for a licensed MW2 figure when SS would just end up doing a $95 SAS figure that would coincedently have accurate MW2 gear. Or if VH, Dr. F, and Loading Toys throw in with their "Todays Warfare" lines. And I dont think the average gamer is gonna throw down $180 just because its a MW2 licensed product.

I do believe you misread what was said...the price would include a copy of the game and the other special edition materials (art books and so on)...no one said 180 for just a figure...and SS could still sell the branded figure by it's lonesome for it's regular price of 95. The whole point is MW2 would have been a gold mine for SS or HT for very little cost if they had chosen to do so.
That makes a helluva lot more sense than HT doing Resident Evil figures almost a year AFTER the game was released or making figures for some obscure Asian movie that no one (on this side of the Pacific anyway) has ever heard of...

I don't see why HT, VH, SS or anybody else have to buy the MW2 license? MW2 is just a label, packaging that will jack up the price and make people pay more. All they have to do is make some figures with the same gears as the MW2, and call them Modern...something something. Why paid the license for this line? MW2 line looks just like any special ops figures out there. I can pull anyone of my figures off the case. Change a few gears and call it MW2. Who to tell me it is not!? So why paid for the license, just make the figures to looks like it. I'll buy any good QC figures that looks like MW2 but without the label and cost less. But, then again. Some people do want to paid more just for the labels, I know a few people like that.

Again you are missing the point...of course anyone on this board can bash a figure to look like something out of MW2...but the goal is not to reach people like you or me it is to reach a wider audience. To reach people who are not even aware that SS or HT even exists, and it just might get more people interested in the hobby. You do something impressive that gets attention and that will lead to bigger and better things. It also could lead to the manufacturer releasing stuff that we here want more often, as they now have more funds to develop and produce stuff to satisfy their core audience, and have a wider safety net to perhaps take more risks.
For the manufacturer it is really a no brainer.
