They came out in 1995 and were the tail-end of the 82-95 line until the re-launch in 1997.
Were they loose or in the package? Hope they were cheap. They aren't very desirable among collectors.

Worst part of GIJoe's history, IMO. This is what happened when Hasbro handed over there marque line to Kenner.

That's not too bad. What are the names of the one you bought?
Grunt1162, I think Hasbro (or Kenner) were trying to copy the success of other toy lines of the time. Same thing they tried in 1977 with Super Joe and not so long ago with Sigma 6.
Super Joe finished off the line and G.I.Joe was gone for 5 years. Sigma 6 replaced both 12" and 3 3/4" Joe when it first came out, but within a couple years 3 3/4" was back and now we see 12" returning, too.
Maybe Hasbro has finally learned to stick with what they've done best.
Capv97, the bad guys weren't Cobra at that time. It was S.K.A.R. ; Soldiers of Kaos, Anarchy and Ruin.
Yeah, pretty cheesy.

I have a few of the boxed figures. Lt Stone, Iron Claw and a couple of others. The artwork from that line was pretty cool but the figures were not.
